WASHINGTON, DC – Wilkinson Barker Knauer, LLP (WBK) is pleased to announce that partner Bryan N. Tramont was a featured presenter at the Law Seminars International (LSI) 13th Annual Telecommunications Law Conference.
Mr. Tramont addressed the implications of the outcome of the Federal Communication Commission’s just-completed 700 MHz spectrum auction, along with the potential impact on wireless telecommunications, the slated February 2009 analog-digital transition and the debate over the use of the white spaces.
Prior to joining WBK, Mr. Tramont served as Chief of Staff at the Federal Communications Commission.
Mr. Tramont is widely recognized for his expertise on spectrum-related matters. The Secretary of Commerce recently appointed Mr. Tramont to the Spectrum Management Advisory Committee of the National Telecommunications and Information Administration (NTIA). He currently serves as Co-Chair of the Advisory Committee.

Paul J. Sinderbrand spoke at the WiDAT Group's April 26th seminar in New York City on the upcoming AWS-1 auction for the 1.7/2.1 GHz band regarding regulatory issues of import to prospective bidders and their financial backers. He addressed the Commission's new rules regarding designated entity eligibility for bidding credits and their obligation to make unjust enrichment payments, the rules governing incumbent relocation, the possible use of blind bidding procedures during the auction, and spectrum-based alternatives.

On September 23, 2005, David H. Solomon moderated a panel on "Steering Clear of FCC Fines and Forfeitures" at the NAB Radio Show, which was held on September 21-23 at the Pennsylvania Convention Center in Philadelphia, Pennsylvania. LAW SEMINARS INTERNATIONAL CONFERENCE
In September 2005, Jonathan V. Cohen taught a session at the Law Seminars International conference titled “Spectrum Management: New Technologies, New Regulations, New Players.” The conference was held September 15-16 at the Hilton McLean Tysons Corner in McLean, VA, and focused on the challenges of spectrum management in an era of increasing and competing demands for radio spectrum among the different communications industry segments -- broadcasters, wireless carriers, satellite providers, and emerging unlicensed services, as well as the public safety and homeland security community. Other faculty members included key government decision-makers, industry insiders, technical experts, and representatives of the public safety community. WCA 2005
Several WBK attorneys made presentations during the annual conference of the Wireless Communications Association International (WCA), WCA 2005. The conference was held at the Marriott Wardman Hotel in Washington, DC from June 28 through July 1.
On Tuesday, June 28, Paul Sinderbrand, who has been leading WCA’s working group regarding the 3650-3700 MHz band, moderated the panel at WCA’s Global Spectrum Harmonization & Regulatory Summit on “Crafting A 3.6 GHz Industry Solution For the U.S. & Globally.” On the same day, he made a presentation to WCA’s BRS Operators Group on recent developments regarding the 2.5 GHz band regulatory environment and taught at the tutorial “How FCC’s New BRS/EBS Rules Changes Will Affect Deployments.” In those sessions, he shared his experience as lead author of the industry coalition proposal that resulted in the FCC’s recent overhaul of the 2.5 GHz band rules. On Wednesday, June 29, Mr. Sinderbrand moderated “Meet the FCC Legal Advisors”, a panel including the wireless legal advisors to each of the FCC Commissioners. The panel addressed the full panoply of FCC proceedings of interest to WCA’s constituents, from the 700 MHz band to AWS to BRS/EBS to 3.6 GHz to 70 GHz.
Jonathan V. Cohen was a featured panelist on the June 28 session, “The New Way To Buy/Sell/Lease Spectrum/ Towers/Tower-Rooftop Space On The Cantor Spectrum Exchange.” Mr. Cohen shared his experiences in negotiating spectrum leases and offer attendees advice regarding ways to expedite the process of gaining access to spectrum.
Robert Primosch moderated a panel on “Mobile TV As Today’s Next Great Opportunity.” That session was held on Thursday, June 30.

IPTV ROUNDTABLE AT SUPERCOMM'S IP VIDEO CONFERENCE
Robert D. Primosch moderated an IPTV roundtable at Supercomm’s IP Video Conference, June 7, Chicago, Ill. The roundtable included representatives from ILECs, cable MSOs and municipal regulators, and discussed the current regulatory challenges and opportunities that must be overcome to ensure a truly level playing field for all broadband operators. Topics that were discussed included the role of local franchising, the impact of past FCC rulings on things such as retransmission consent, must-carry and program access, and the prospects of a rewrite of the Telecommunications Act of 1996. INTEL WIRELESS AND MOBILITY EDUCATION DAY
On June 2, 2005, Paul Sinderbrand participated in a panel discussion on wireless broadband spectrum allocation and regulatory policy issues at Intel's 2nd Annual Wireless and Mobility Education Day. The event was held at the Grand Hyatt Hotel in San Francisco.
SPECTRUM MANAGEMENT 2005
Paul Sinderbrand participated in the Industry Association Roundtable to be conducted at the National Spectrum Management Association’s conference, Spectrum Management 2005. He discussed spectrum policy issues of interest to the wireless broadband industry on behalf of the Wireless Communications Association International. IP-BASED COMMUNICATIONS POLICY SUMMIT 2005

CARIBBEAN TELECOMMUNICATIONS UNION POLICY SEMINAR
Robert D. Primosch was a featured speaker at the Caribbean Telecommunications Union’s 9th Telecommunications Policy Seminar, held April 5-6, 2005 in Kingston, Jamaica. His presentation, “License Exempt Business Breakthrough – Best Practices and Regulatory Update,” addressed recent significant industry and FCC developments that may create additional business opportunities for broadband service in license-exempt spectrum.
GABELLI & CO/ WIDAT WIMAX CONFERENCE
On March 30, 2005, Paul Sinderbrand addressed the First Annual WiMax Conference held by Gabelli & Co. and WiDAT Group in New York City. Mr. Sinderbrand spoke on the regulatory environment within the US and abroad affecting the deployment of WiMAX 802.16 and other wireless broadband technologies.
CTIA WIRELESS 2005
At the Wireless 2005 convention held by the Cellular Telecommunications & Internet Association (CTIA) in March 2005 in New Orleans, Jonathan V. Cohen taught a session on the FCC’s spectrum leasing rules and the uses of spectrum leasing as part of a seminar jointly sponsored by CTIA and the Federal Communications Bar Association. Mr. Cohen provided attendees with the latest developments in the “secondary market” for spectrum and explained some of the intricacies of the FCC’s rules for spectrum leasing.
TOWER SUMMIT AND TRADE SHOW 2005
On March 15, 2005, Bill Sill participated in the Tower Sitting Seminar at the 8th Annual Tower Summit and Trade Show in New Orleans. FCBA CLE SEMINAR ON WIRELESS BROADBAND
Paul Sinderbrand participated in the Federal Communications Bar Association’s Continuing Legal Education Seminar on Wireless Broadband. His presentation at the February 23, 2005 session focused on the FCC’s new rules governing the Broadband Radio Service and the Educational Broadband Service, which were base upon a proposal he drafted for the Wireless Communications Association International, Inc.
NATIONAL ITFS ASSOCIATION CONFERENCE
Paul Sinderbrand participated in a panel discussion at the February 2005 annual conference of the National ITFS Association in San Diego, CA regarding the FCC’s recent adoption of proposals he drafted and advanced on behalf of an industry coalition regarding the restructuring of the 2.5 GHz band. FCBA “COMM LAW 101” SEMINAR
Jonathan V. Cohen organized and served as co-chair of the Federal Communications Bar Association’s February 2005 “Comm Law 101” seminar. The Comm Law 101 seminary is geared toward attorneys who are relatively new to the practice of communications law. At this event, a distinguished faculty including FCC Commissioner Kathleen Abernathy, senior FCC officials and corporate executives addressed a standing-room-only audience, offering valuable practical advice to assist attorneys in litigation and enforcement practice, policy and advocacy practice, and transactional practice
WCA INTERNATIONAL SYMPOSIUM & BUSINESS EXPO
On January, 11, 2005, Paul Sinderbrand led a tutorial at the WCA International Symposium & Business Expo in San Jose, CA regarding the FCC’s newly-adopted regulatory regime for the Broadband Radio Service and the Educational Broadband Service.
